Basic payments scheme for farmers will end in Wales from 2021. They'll be replaced with a 'sustainable farming' scheme which will reward farmers for public goods, similar to England. The Environment Minister says she's consulting farmers but has had no assurances from DEFRA about funding levels. Are animal welfare standards good enough?
